23 saddles...... if you follow that rule religiously, its the nicest looking BCI out there.. (i'm counting the connected saddles as 3)

Nice looking BCC you have there. My guess would be a Suriname but I do see the striping like this one allot in Guyana's.

It is only 19 saddles to the vent so it is a BCC.
BCC
scale counts - 75 to 95 dorsal rows.
227 to 250 ventrals.
49 to 62 subcaudals.
Average 15 to 21 saddles.
