I've been noticing a lot of confusion on various sites regarding the sale of Appendix I species, so here's some clarification...
Paperwork is not required for the interstate commerce of species listed by CITES on Appendix I. It is concerned merely with the international trade of these species.
The interstate commerce of certain species is regulated by the Endangered Species Act. The sale of these species requires the buyer to obtain a Captive Bred Wildlife Permit.
It's a very simplified explanation, but I'm still trying to get over my jet lag. The reason that this particular topic is bugging me is that someone on the BOI called USFWS about an individual that sold "undocumented" Madagascar tree boas. Following that logic, we may as well alert them to everyone that has "undocumented" Dumeril's boas and Argentine boa constrictors.
