Homer is a Savannah monitor. Is this just him shedding? I hope.

I can't really tell from the pic, if he is shedding he looks pretty light skined underneath to just be shedding but I may be wrong

Looks like shedding. But that is a big color difference. Looks almost WC. Come from Animal House or Covington Pets?

I have no idea how old he is. I found him walking around the flea market my wife and I work at on the weekends (Peachtree Peddlers). When I saked around, everyone said that there was a guy that sold them. Some say he was closed down by the Gov. He left them there all week and sometimes did not show back up for 2 or 3 weeks at a time. He never cleaned there cages. This was the 3rd one found there. No one at the flea market could tell me his name or how to find him. Not sure I want to find him after all the storys.

It's very hard to tell even with the closeups...but he is definately shedding. Whether there is a problem along with that shed is not clear to me 
Bad sheds (if this is the problem) is a result of dietary deficiency, humidity problems or both (which makes sense considering where you got him). If not put under control many problems can occur including bacterial infections and circulation problems.
Try soaking the animal for as long as he will alllow it in warm water. A bath tub is perfect...just be sure the animal can stand still and effortlessly keep it's head above water yet keep the damaged skin submerged. I use a soft tooth brush for problem areas (do not rub too hard).
After the soak, dry the animal completely and evaluate the skin...note any problem areas...are there small spots that seem layered a stuck? Perhaps some parts appear like there is dried skin that will not come off?
If the spots make up a small portion of the body, you can apply neosporin just to those bad areas and warm grapeseed oil to the rest of the body.
Try to do this when you kow he will not hide in his box or dig right away...I used to let mine bask....I did this every day for 5 days and the problem was resolved.
If he has problematic areas that cover a large portion of his body though a trip to the vet may be in order.
