Doesn't look like a piceus at all to me... I agree with J and say it is a testaceus.
Has it eaten for you yet?

not yet it was the customers snake and he said he couldnt get it to so i figured i'd give it a wirl
real quick but 5 minutes of rat dances 20 of complete darkness and 3 of tapping him on the head with it nothing
it is very pretty though not bad for i think it was 20 bucks with the cage
i knew it wasnt a eastern deffinately and i myself was leaning towards western myself but wasnt sure thats why i turned to everyone here for a second opinion
if anyone has any more info please let me know thanks

Try feeding small fuzzy mice, give it a few days of privacy.
Keep it really really warm, and try to feed it during the day.
Its more likely to eat it if you just leave the food item in the cage, I have rarely had a coachwhip ever go for tong feeding.
Also, if you can try lizard scenting a small pink mouse.
It looks like he is fairly young.

or....you could toss one of those new beardies in the cage with him lol...what temps are you keeping him at? They need a fairly warm basking spot. They are by nature, sun worshipers. They are probably the only snake you will ever see while road cruising West Texas at high noon in the middle of summer. I love to see them cross the roads when the heat is making swirly mirages all over the road ...it makes a 6 foot coachwhip look 20 feet long when they dart across the road.

I have to agree. Also, how large is his enclosure? Coachwhips, Whip Snakes, and Racers are very active snakes and if they aren't in something a bit larger per size ratio than, say, your average kingsnake, they will be very stressed and will refuse feed. A 4 foot long kingsnake will do nicely in a 20 gallon. A 4 foot long whip snake will not.
