I covered this with Ed in depth in chat. When an amazon is dehydrated the lower jaw will retract and appear as a bad overbite. Forced soaking usually clears this right up though.

Reptilemama I found him from someone walking around with him. His lower lip is much better I didnt have to force soak him he did it quite voluntarily. Plus I mist the cage. I'm not going to keep the newspaper as a substrate, just using it as a temprorary quarentine place for him.
