From the care sheets I've read on Rosys, it seems to be a trend only to offer water once every couple of weeks. Others offer just a little water all the time. What are your opinions on this?

Bout time ya got a snake!
From what I know about Rosies, they like it dry!
That doesn't mean they won't drink though.
Give him water and put it on the cooler side of the tank, away from the lights and UTH, to let him be able to drink when he wants, and keep the humids down at the same time.

I too keep a small bowl on the cool side, the bowl is about as big around as coke can (so it is small) and never filled over half full.

Cool. Upon your advice, I put a small dish w/ about a half inch of water on the cool side. Thanks everyone.

I agree with all of you. Cool end a lil water. Both of my rosys' usually drink once in a while, most of the time I find myself refilling it because they continuosly fill it up with bedding. One I caught wild, the other came from a CB batch my friend and I produced.
