Ball pythons are notorious for going off feed... Is it normal? No. Is it expected? Wild caught (and sometimes even captive bred) ball pythons can and do go for many months without eating. When the weather warms up, they usually will eat. You may be able to trick the snake into thinking it's spring by rasing the temps a little (no more than about 2 - 3 degrees).
For the best advice, it would be better if you could tell us how old and big this snake is, what prey items he is offering it and how often, what kind of enclosure is the snake in and how big is it, what are the temps and humidity, and anything else that sounds fun.
