Humidity for a Ball Python should never be below 50% with 60-65% being recommended during shed.
Raise the ambient temperature to the upper 80s and the basking spot between 92-94°.
Would also be wise to replace the substrate with unprinted newspaper ( no dust ) and ensure it has daily changed fresh water.
If there is no change in two weeks, the symptoms worsen, or the Ball Python begins to phase (light-eyed precursor of shedding) I would recommend a vet visit.
Clicking, wheezing and open-mouthed breathing are all signs of impending shed as the skin loosens about the nostrils and the snake is forced to breath from its mouth.
Mucus build-up around the nostrils, the corner of the mouth or swelling in the throat indicate an increasingly severe upper respiratory infection for which antibiotics would need to be administered as well as the steps I listed earlier.
