First off welcome to the site.
Now, It could be dried skin that has yet to come off, or it could be something worse.
You said in the topic of this thread that the spots are RED, but in your message you said YELLOW... could you clear this up?
Any chance of you taking a picture or two and showing us what it looks like?

my first thought is a bacterial or fungal infection, but tough to say without seeing the animal.

my mistake, the spots are deffinately RED. theres some around the areas where hes fully shedd, but mostly around the areas where theres retained shedd on his belly. i'm geussing its not healthy. otherwise, hes a really friiendly snake. likes his daddy, lol. seems this snake is another rescue story. theres some parrots in that shop that are being kept under pretty poor conditions. but i dont plan on feeding the income of a bad pet shop. despite me ordering an exo-terra heat lamp from there. thanks.

Try to give him a bath. Remember warm water to us is hot to the snake so room temperature water is all you really need. Maybe slightly more than that but not much. Until you find out what it is on his belly you should probably keep him on newsprint or paper towels. ALso, Whats up with his name? Dimebag, I bet theres some reasoning or story behind it. I am looking forward to that also, I can't wait to see some pictures

Paper towels IMO are the best for monitoring a snakes health. Change the substrate asap. The bedding could be whats giving him the problems in the first place.
