Bad shed

My ball pythons eye seems to not be shedding it had dead skin over it and it just shed and it didnt come off i head that you you can use tape to get it off but i just want to make sure on how to do it.

soak in warm water and then gently hold snake and let him rub of shed.

and the next time b4 shed as its in blue keep humidity up.
as the eyes may not have dead bad shed and tape will cause you to blind it

Don't use tape. It actually works sometimes in some cases but it causes harm in many cases too and there are better ways. Sometimes a nice 24 hour soak in tepid water (neither warm nor cool to the touch) will do the trick and it will slide right off. For stuborn cases, after the long soak, try rubbing a little mineral oil on the eye cap and then gently rub it off with a towel. Be careful so as not to rip the underlying good eyecap though. The eyes are behind a watertight layer of skin so don't be concerned about getting oil in their eyes. Nothing gets in that way as long as you don't damage the current good eyecap.
