Personally, I recommend learning a few phrases in Spanish that should help:

Vaya a casa - Go home

Dé eso detrás - Give that back

Estoy diciendo a su madre - I'm telling your mother

¡No! ¡Eso es malo! - No! That's bad!

This of course, is assuming your neighbors are hispanic (I assume this, because mine are, and I have issues with their kids all the time). I have found that learning these phrases often helps greatly. And if the parent ever confronts you, this is the next most helpful phrase to say and repeat:

No hablo el español, apenas esas frases y ésta explicándolo.

Which means: I do not speak spanish. Just those phrases, and this one explaining it.

What makes you think they were hispanic? Why not Viet? huh huh huh?

Okay here comes the mommy.. I'm a mommy of two. My son is 3 1/2 and my daughter will be 2 on Saterday. You need to dicipline your child But ( yes there is always a but) a child of 1 1/2 is just to small to understand it yet. Some children at that age don't even have a sense of self yet. ( Sense of self= if they look in the mirror they know its theyself not another child). Then there is the cultural thing some culture is it exceptable to take somebody elses food as food belongs to the greater community. Most children know what NO means if you say it with the right tone.
