The trouble with things like "common courtesy" and "common sense" is that they are NOT common. If they were, we wouldn't have to keep explaining them (or complaining about their lack).

If parents don't teach their kids, they grow up not teaching the third generation, and so on.

With a kid that young, it's all the parents fault. I firmly believe that we all have our own personality that no amount of conditioning from a parent can fix. Meaning some people with awful parents turn into great people and some with great parents turn out to be sub-prime examples of human beings.

I would have ignored it the first time, but should it ever happen again, someone is hearing about it if I have to find a translator to talk to the mom.
