I remember someone asking this previously, and one of my water snakes shed a couple days ago, so I measured the shed.
Snake (via measuring software) : 21.4"
shed skin : 27.25"
So, a shed skin can be a whopping 25% larger than the snake that shed it.

I've seen nearly double too. I saw a burmese python shed measure over 10ft and the snake was under 7. They will also stretch sideways a lot.
