NC Governor's response to Garwood Bill
This is an email I received from the governor's office today. I make no comments, as I just am too tired to be logical.
Dear Ms. Vernon:
Thank you for your e-mail concerning Senate Bill 1032, Protection of Inherently Dangerous Animals, introduced by Senator Garwood. The bill as currently written would classify the following types of reptile, or any hybrids based on one of these species, as 'inherently dangerous' and regulate their possession:
1.. Family Varanidae - only water monitors and crocodile monitors.
2.. Family Boidae - all species whose adult length has the potential to exceed eight feet in length.
3.. Family Colubridae - only boomslangs and African twig snakes.
4.. Family Elapidae (cobras, mambas, etc.) - all species.
5.. Family Nactricidae - only keelback snakes.
6.. Family Viperidae (vipers) - only nonindigenous species.
7.. Family Helodermatidae (beaded lizards, Gila monsters, etc.) - all species.
8.. Family Hydrophiidae (sea snakes, etc.) - all species.
9.. Family Atractaspidae (mole vipers, etc.) - all species.
Senate Bill 1032 would allow for people who own an animal listed in the bill to apply for an annual ownership license from the Department of Environment and Natural Resources. The bill would require additionally caging and environmental requirements, and all licensed animals would have to be sterilized. The breeding and sale of 'inherently dangerous animals' would be illegal.
We ask that you also share your concerns with your representatives in the General Assembly as they discuss the matter. You may reach them at www.ncleg.net.
Thank you,
Mickey Fanney
Office of the Governor

sterilize them?
you have got to be kidding.
the rest of it, perhaps with the exclusion of the large boids isnt all that unreasonable.
provided the license process isnt too difficult,so as to discourage honest reptile keeping, and doesnt cost very much , then its about par for the course of most major cities.

What is even involved in sterilizing a snake? I'm sorry if that's a stupid question- I've just honestly not thought about it before. I wonder how many vets are familiar with the procedure?

Since it's not done, it would probably be experimental. Which I thought was illegal. Not sure on that part yet, I'm checking. The procedure would be required if the bill were passed to keep people from "breeding and selling" "inherently dangerous" animals. And this gets weirder and weirder.............

snake sterilization...lmfao
Oh telefrag with the whole permit thing from what I understand that once the animal dies you cant go out and buy another one...Permits are for only owners who have owned the snake from before the bill is passed...if passed.
besides if the breeding and sale of said animals is illegal then why does sterilization come into light?? does that even make sense???
As i said before, it's a form letter. its the same letter that everyone else will get if we all emailed them. of course depending on what you write will depend on which form letter you will get.. seriously. I answer emails every now and then that come into to my work (gsicommerce.com) who owns a lot of major online webstores...and 85% of the time i will answer customer questions with a form letter.. stupid but man it cuts down the time i have to spend.. lmao

Where can you find out if other states have or are trying to pass a law like this. I just found out NY has one.

Yes we do have one and it is $80 per snake to license them. If you license your reptile you are supporting there law and if they make enough money they will pass more. For any of you that have the snakes and such on there list even just 5 thats $450 for 5 snakes. As many have said it is a law here that the police and such are not going to inforce.

Crush, I'm curious. I have heard that the license has to be renewed each year, at $80 per snake. So that would be $450 for 5 snakes every year, correct?
