Aesailor nailed it.
It works like this, people give you either good or bad rep points. The more rep points you have the higher your rep power goes up.
However rep power is not your "Reputation level" completly. Its actually how much Reputation Power you have when rating a user. So if you got a 1, then you can give +1 or -1 to a persons rep. However the way your rep power is calculated is actually how people have rated you.
Hope thats not to confusing  Anyway you guys be sure to rate people rep as much as possible. In the long run this will help new users identify people they can trust asap
