Heat lamps vs. undertank heaters

I have a 7 1/2 foot tank with a showerboard floor and newspaper as the substrate (seems to be cleaner than turf or bark). Do I need both the heat lamps and the heat pads? The pads would have to be on top of the board and under the newspaper. I do have a thermostat to regulate the temperatures of the pads. If I use the pad should it be placed under the hide box or in the basking area? What should the temps be? This is for my four foot redtail. We haven't used this tank yet and want Camellia to be comfy.

You'll need to keep the belly heat for it, and where you put it is up to you.
Just be sure to have a hide on the hot side and the cool side for thermoregulation.

As for the lights, experimentation is the best way to see what is needed to keep the ambient temps up to par and maintain a thermal gradient.
