I was wondering what is the best water to use for a Red Tail. We
recently just moved and have very chlorinated water (sometimes can
smell it) and I don't think that would be good for him. I've also
heard that bottled water is not good. Does anyone have any
suggestions as to what water to use? Is it ok to use distilled?
Maybe to leave regular tap water out over night before changing his
water, so the chemicals disipate? Please help!

I wouldn't use it if you can smell the chlorine in it.
I use bottled water for my snakes and have never had any problems.

Most tap water is fine, specially if left out overnight. Its not like you put the water bowl in the cage and the snake dashes for it to drink. The only tap water i wouldn't use is if your getting straight well water, that could really be bad. If you question your water just boil it for a few minutes first.

Leave the chlorinated water out for 24 hours in an open jug. It will dechlorinate itsself. Distilled water will kill your snake eventually. Don't feed him that. Distilled water is bad for you too. Water is a magnet to minerals. It will draw minerals to itsself when it lacks them as if it were a living being hungry for nutrients. Distilled water lacks any minerals so when it is consumed by an animal or person, it draws minerals from whatever drank it and then takes it with it as it is urinated away depleting the body of much needed minerals. I've never heard nor can I imagine that bottled water is bad for a snake. Expensive maybe...but not bad.
