Unhappy yellow bellied slider is sick!!!

hey, i just bought 2 baby yellow bellied sliders and one of them appears a little sick, whenever he is basking he is always sleeping, well almost always and whenever he swims he is tilted on one side a little bit, i read on a care sheet that it could be there is fluid built up in the lung but i don't know, they say to take it to a vet but i'm not sure how much that can be, is there anyone out there who can give me some suggestions?!!? thank you1!
