Can you post a pic, it could be substrate or mites or a host of other problems.....if you think it is scale rot, take out substrate turn up the heat and give her/him some dry out time. I know I am not much help here, I was mainly bumping you for the real experts to see this.....

i use wood chips for substrate and it isnt wet. the scale is towards the head and right above the belly scales. it didnt seem like scale rot to me kause it is only one scale. i know it isnt mites because i have had a problem with them before and i am familiar with them and it isnt a piece of substrate stuck in there because i examined it closely. it jsut looks like a scale that is turning brown and kinda curling. i dont know how to post a pic but i kan take one with my digital camera tomorrow and email to one of you or something to post for me. thanks

Weel it could be scale rot even though it is only one scale. Especially on a burm. i find that burms can get scale rot on very few scales even [ they also will get it on their sides rather than their bellies too even] sometimes. Even better to deal with in less coverage of scale rot, will take less effort to rid the snake of it is all.
Now for getting rid of it.. Just do the temps like suggested.. place the snake on newspaper for substrate.. lower the humidity also, and give the snake a quick bath and dry off well and then apply some triple anti to the area. repeat the anti like twice daily and make sure it is NOT the one with pain reliever in it at all either.

Also the thing that most likely caused this was the substrate being a bit on the damp side. The burms can be very prone to scale rot if their cage has too damp/moist/wet substrate.
What type of wood are you using for a substrate anyways?

Mine shed about 4 days after his eyes cleared up. But it can take longer. Be patient.

My experience has been that typically 5-7 days will go by between the "blue" phase and actual shedding.
