That, I suspect, it to handle the glare associated with pics through glass into water, all the refraction of light.
On a side note, if you plan on taking close up, detailed pics of small things (like small fish), you'll want to get a camera with a short focal length, shorter the better - I have two small (16"

snakes and I bought my camera with that in mind, it has a 2 cm focal length, which means I can take a picture of dime that will fill up the entire screen and still be really clear, such that you can read the writing and see the shadows.
You can search google.com for digital camera and find some pages that are very good about explaining it.
In fact about 4 months ago (i think in this very forum) there was a post about digital cameras with a very good link that explained a lot of the basics.
