It means they didn't receive any responses to their post. A "bump" puts it back on everyone's new posts list so it gets another look.

The stars mean someone liked the thread enough to rate it. At the top of each thread, you can "rate thread". If you click that, you can vote for the number of stars.

Bump: Occasionally used to bring an important issue back to the forefront, it's more often used when someone feels their post isn't getting enough attention. It's far more clever and less desperate-sounding to just thank people for responding, assuming anyone has. If not, post again, clarifying something from your first post, as if you believed it were unclear, and maybe that's why you were getting no response.
