Without knowing what kind of setup you have and what not, I'll throw out a few generic helpers.
1) more toys... yes, bird toys are expensive, and yes they devastate them in a matter of seconds, but they do keep them occupied and keep them mentally stimulated - which takes their mind off of picking at their own feathers.
2) maybe a bigger cage. If they are frequently batting feathers against cage bars, that will cause damage and they will pluck at the damaged feathers.
3) more attention! All birds -crave- attention, even if they don't seem like it or if they are mean... they still want to be talked to and attended to as much as possible. =)
