Heat tape question

I'm putting some new vivs together and I'm trying to use the 17" flexwatt for heat. I can't get it to heat the surface of the glass tank more than 80 degrees. I've used the smaller widths of heat tape before and it always has to be regulated so it doesn't get too hot, but what do I do if I can't get it hot enough? Has anyone else had this issue? If so what did you do about it? Thanks!

In some cases the cage is to open in the bottom. At the same point 80 isnt bad for belly heat. As long as the ambient is right and the basking side is slightly higher then the cool side you should be ok. I myself would be happy with 80 for an UTH. Hope that helped.
