If by "normal BCI", they meant Colombian, I'd say certainly not. I think the Nics are BCI as well though. Can't say for sure about the locale, but definitely looks like a Central American dwarf of some sort.

It could very well be a nicaraguan. I have babies that look like yours without the speckles. Could also be a mix of central american. Tough to tell exactly, someone told you it was a Hog? Hmmm.... Maybe they meant Hog cross, although most of those seems to produce lighter colored boas.
Is it a male?

THat is a really really cool animal. I said in a post a short while ago that I don't think you can correctly identify an animal unless there was legit collection data. That being said it does look a lot nicaraguan, but also maybe some tarahumara with colors that rich, and with the high pattern density.
It's hard to tell, but again, I just love that snake.
