Re: dehydration
I cannot tell. It is not obvious to me. I'm sure some experts will chime in pretty soon.

Re: dehydration
I would say there is dehydration evident and borderline emaciation. Next time you try to feed, inject the prey with water through the thigh muscle into the stomach.

Re: dehydration
Ok this past tuesday marked one week since his last regurge, i plan on feeding him a pinky next tuesday, is this waiting too long considering his lack of nutrition. Yesterday i soaked him in pedialyte and gave him some oraly with and eye droper. I also gave him some Bena-Bac orally. If you are unfamiliar with Bena-Bac it helps regrow digestive bactieria. Now should i wait as long as next tuesday, and is a pinky a good size or should i give him something bigger.

Re: dehydration
When offering Bene-Bac it is good to start with a small prey item. The point is to feed the bacteria at this point so it can recolonize to normal levels. You want to very slowly get him up to appropriate sized items (meaning the girth of the rodent stretched out is the same girth as the thickest part of the boa). Feed only once a week. If using frozen/thawed prey, thaw directly in water, not a baggy. The water soaked up by the rodent fur will offer more hydration.

Re: dehydration
Try to keep handling to a minimum. The snake will be more likely to eat and hold food down if you are not giving it pedialyte baths and removing it from the cage.
Clutter the cage with a ton of hides and faux plants and leave the snake alone. Feed inside the cage and if you have to, leave the food in the cage, turn off all the lights in the room and keep things as stress less as possible.

Re: dehydration
You could put the food in a bowl so the snake is lees likely to ingest substrate during the strike. Or clear a section of the cage and make that the feeding section.

Re: dehydration
How big is he? He looks like he might take a large fuzzy/small pup rat.... maybe feed him a fuzzy mouse.

Re: dehydration
If it'll take a small Pinky, use a small Pinky. However, I wouldn't feed the thing for at least 2 weeks, 3 certainly wouldn't hurt. I feel it is better to wait, even if the animal is emaciated, then have it puke again. Everytime that animal pukes you take three steps back, and it's hard to gain any ground after the fact. In the time span that you wait, you can address the dehydration and husbandry issues so once the animal holds food down it won't start the cycle over again. The magic number seems to be three. Once they've puked 3 consecutive times it gets real tough to treat, and will most likely become freezer bait. I know it may not be what you want to hear, but I've worked many pukers and the success rate gets really low once they're puking consecutively.

Re: dehydration
If you wait to long the snake will metabolize it's own organs. No one knows exactly when this process starts for a snake but it does happen. I find regurgitation to be more from stress than meal size. So do not handle the snake at all, inject the mice with a few cc's of water, feed them to it and leave it alone. Do not even have it in a well lit room.
I am sure regurgitation is more detrimental to a snake than a monitor because of the slower metabolism but I had a monitor throw up every 2-3 days for months before she would finally keep food down. She was a very stressed salvator and adding a large pond and water fall actually stopped the regurgitation. So you need to find out why your snake is regurgitating. Post pics of the set up and describe it the best you can, including how often you handle the snake as well as how busy the room is.

Re: dehydration
May also have a parasite load. Have a fecal test done just to be sure. Rodents with no or little hair will also cause runny stool.
