Colombian Boa are NOT common Boa. This I think is where the confusion lies. Too many common BCi are wrongfully called Colombian, and too many Colombian are wrongfully called common Boa. It's too the point now where everyone has a Colombian, even if it looks like a Hog Island Boa. Heck, people call Salmons Colombian Boa, and they are of mixed blood, just as over half the market is.
Fact is, a real Colombian Boa can reach decent proportions. Even a male can get 7-8 ft and probably 30# plus. This is a fact that I've witnessed a few times in my life. Take it or leave it.
to the OP.....You can always go with Trpidphiidae, the TRUE dwarf Boas, if size is that big of a concern. I guarantee they will stay small, but may be a challenge to keep successfully.

When I bought my female Salmon Boa I was told she is a BCI, and that she would get the size of a Hog Island Boa. Do you think I was told the truth?

Salmon Boa are not known for getting that large. This could be due to their Panamanian influence. I have a 3 yr old Salmon male that's only about5 ft. As far as if you were told the truth.....probably even if someone is wrong, they are just repeating something they were told, or read, and took as the truth. Even I've done it.
As for growth, it's been my experience that they will grow in quick spurts until around 4 yrs, then slow down, but continue to grow slowly until death. But I think that fits just about all Boa Constrictor.

the salmon might get a little bit bigger more like a normal colombian but anything can happen

they technically never stop growing but they typically reach around theyre max in about 2 1/2- 4 years
