achieving a good heat gradient

How is this possible..Ive been having more problems with this...If I can get a good 90 basking then the whole cage is hot at around 84 ambient with no cool side...If I bring the ambient down to 80 then I get a cool side of 78 but then the basking is only 84.....She seems to prefer the cooler side most the time even if shes eaten but what is the best? Am I overreacting?

BTW I have a 4x2x14 vision with 2 pieces of 11inch flexwatt underneath on a thermostat(one of those homemade dimmer switch jobs)
I also have an identical cage setting above him with flexwatt for the tegu.So that would make flexwatt above him directly on his cage as well...

first i would separate the two cages by at least 6 inches, your fighting yourself. make it easier. next just make the hot side 89-90. if your cold side stays around 80, your good! I find that an open screened top works good to release the heat on the cold side and i use a lamp to direct the heat a little better on the hot side. the third pic is a little blurry, but it show both the 75 and 80.
