what are you making the cage out of? in my opinion it would be no because its not direct heat as in a hot rock, and the heat is spread out more so there should be no real hot spots

The only way to know is to take a temperature reading of the area in question.

Like John says, you'll have to measure the temps to know for sure. In my experience, most UTH's tend to run a little on the high side. I've got one right now that I'm using under a rubbermaid container, and the temps run in the high 90's, so I had to add a few layers of newspaper underneath the rubbermaid to bring the temps down a bit.

I have mine hooked up to a dimmer switch and a digital thermometer probe wire over the uth. This way I can see the temp at all times and adjust dimmer accordingly.

i gather you guys/gals live in the states but here in the uk its around £80 for a dimmer but for a heat matt youll only need a thermostat switch(around £40) i prefer to use ceramic heaters instead of heat matts mainly due to having 18mm mdf viv with around 2-3 inches of substrate on top of that so they are pretty useless in my setup.

IMO that is deffinitely the way to go.

Then other than that all you have to do is keep the ambient temperature up in the room the snake or snakes are in. I keep my ambient at around 80-82 degrees with one of those oil filled heaters with a built in thermostat and digital display, it works quite well, and with it you dont have to heat your whole house to that temp..

another way to go for ambient room temp with out extra device's is like I have done.
I keep my snakes in my computer room and almost completly shut the central air vent in this room alone. its open just enough to keep freash air in the room. between that and the heat generated from all the electronics the temp in this room stays around 78-80*
