Thats rather hard to say. It depends on age, health, conditions... babies will shed often, my spiderlings are shedding probably every 3 weeks or so. Full grown adults slow down drastically, to maybe 3 molts a year... but again, it varies a lot.

Chilean Rose Hairs top out around 5-6 inches or so leg span. If yours around that size, its probably an adult.
Sexing a tarantula is not really an easy task for the beginner... you'd probably be best taking it to someone who knew tarantulas and get their opinion. But besides that, take a look at The Tarantula Stop. The males will have a set of 'palpal bulbs' on the second set of legs. And males generally are skinnier than females (of course without a frame of reference this is hard to see). There are probably plenty other sites out there on it if you look.

Check out this web site. These are frequently asked questions about tarantuals (very general information), but towards the bottom it tells you how to sex them out.
FAQ
I've read that Rose Hair Tarantulas get to be about 5 - 6 inches and can live up to 20 years. The male, of course, will live a much shorter life than that. Post some pictures if you have them. Right now, we have some pictures of my brazilian black and white during her molt that we need to develop.
