how old is he (how large)? how's your setup?
Has he eaten?
If he's eating, basking and tunneling...and he's receptive, you can begin tomorrow. I have communicated with people who were not setup correctly (they were set up for monitors) who wanted to know why their tegu was unsociable. If you make any mistakes with husbandry the tegu will not act right.
Make sure your temps, hidebox and basking slab is on the money.
They seem to love interaction with people once they acclimate.
Try handling him within the cage. Put your hand in and let him smell it. Pet him. Some people suggest leaving a shirt you have worn in the cage.
After that try lifting him out. Once you can take him out of the cage (for some it's a process but for mine it basically was immediate) without him posturing defensively, shaking his tail like a rattlesnake or just plain old acting scared---then you have a tegu you can start really hanging out with.
If he's small do not try taking him outside until next year---trust me. Sunlight seems to freak out some babies and make them take off or act wild. Once the animal is totally used to you and is larger it's fine.
