Could be that the water and hide are not in comfortable places for her, water over the heat mat, hide in the cold, etc. Try moving them around every few days, or add other hides and another water dish at the opposite end, see if she is more inclined to use the hides and water dish then. You could also drape some greenery over the water dish, to make it a little less open and more secure for her.

Some don't like to soak though and may only do it for shed or mites if needed, so don't panic.
