That's a water snake, alright. Go with fish - that's what I used to feed mine until I got them switched over to rodents (you don't have to do that, I only did with mine because their poops with fish were just wretchedly nasty), usually they will go nuts over them, and I would think they provide more nutrition than worms. I don't see why he wouldn't do ok in the tub you've got him in, with a hide in there and a water dish. That's just a basic setup, but you could set him up with a regular 10 gallon/newspaper substrate/hide/water dish if you want him to be a display animal, and he'd be just fine. Temps can be in the high 70's to high 80's range. Make sure he's got a water dish large enough to soak in, but be careful - watch him forwater blistering, as water snakes (in my experience) will literally stay in their water 24/7 for periods of time.
