totally, in the wild water snakes frequently crawl out onto land to totally dry out for extended periods.

One of the things I love about them, is they often crawl back up onto the exact same spot, so if you scare one into the water, if you come back in 15 minutes and are really slow and don't make any ruckus then you'll probably see the snake again.
