Same to be said with any permit situation. The system actually works pretty well, dispite this possibility.
A person selling a snake that requires a permit usually does not sell the snake to another person without such paperwork because it'll also be on the seller's hands if the person who bought the snake illegally gets caught. The person who got caught sometimes get a lesser fine if he spills the beans, weather or not the seller knew.
The system works pretty well. It's a better solution than simple bans.
