Looks like a Fence Lizard. He's some info I dug up...
3.5"-7", a small stocky lizard, gray to brown colored with a dark band along the rear of the thigh in some specimens. Males usually have black-boardered blue patches on the belly and a blue throat patch. Found throughout much of the southern and western U.S., this lizard is primarily arboreal, climbing and living on trees and similar structures, and lives in generally sunny locations. Carnivorous, mostly insects.
