As far as the snake, it probably can still breed. Since it was an injury like you said, it wouldn't be genetic, but depending on how the blood flow was affected, it may have damaged the reproductive organs. Good luck.
Well, well, lookie who's back with yet a third name! I agree with Scott. I'd be more concerned over the health of the boa and whether she can eliminate properly, etc. than with breeding at this point. I can't imagine how a stuck shed could get to the point of a snake's having to have their tail removed.
