How cold does the room get, that the snake lives in? If it's anywhere near 73-75 degrees minimum, I would think a heat mat or 2, (regulated by thermostat or rheostat) on the cage would suffice. Then you could throw away the evil heat lamp, and cover most of the top with Plexi-glass or glass. A water dish near a UTH would provide enough humidity, and you wouldn't have to mist.

At this point, I'd recommend getting that old skin off too.
