1) I use cypress mulch and just pick out feces/urates and a handful of mulch when soiled. I do a complete brake down and scrub out with bleach solution once a year.
2) Carpet python. I will second Morti's statements about Morelia and the unique personalities of snakes. I fully believe ANY snake can "tame down" and become tractable with enough handling and interaction. Of all the carpets I have worked with 95% will stop being nippy at around one year even without being handled. Once they're big enough to think they're not food for something else they calm down. But there's two especially that I work with that are little devils!
But I would have to say a 3'x2'x1.5' cage is only appropriate for a jungle or IJ. Any other species of carpet should have at least a 4'x2'x1.5'. Since you want a male, I guess he could fit in a 3ft cage.
