the percentages are in referrence to the potential of being het for a trait. 66% hets come from a het x het breeding. Two out of every three normal looking babies should be het for the trait. You are gambling on wether or not the animal in question contains the het gene. It would look lik this (sorry for the crudness):
B = Normal
A = desired trait

BA

BA BB BA
AB AA

One would display the trait, and three would not (assuming this is a dom desired trait). Of the three that dont display the trait, two are hets for the trait, and one is not. Hence 2 out of three, or 66% chance of het.
