Yes. If you have a lot of animals (such as a mess of newborn snakes), it's not very space-effective to have individual cages set up for each one.
A rack will allow you to have a lot of animals, each in their own little bins, all heated with one heat device (normally a strip of flexwatt running down the back of the rack, heating the back sections of the plastic bins). Then, you can simply pull out a drawer to check on the snake or other reptile, clean the cage, and feed it.
Not good for displaying... but excellent for keeping a lot of animals with the least "footprint" - making most effective use of vertical space.
