Well, I cannot tell if it has moveable eyelids, but as best I can tell from the picture, it has no external ear openings, therefore I rule it to be a serpent.

Now, it looks to me to be some sort of whipsnake, based on it's bulbous eyes and fairly thin body relative to length, and the scales look very coachwhip like. However, the stripe running through the eye confounds me, I know no NA whipsnake/coachwhip/racer with such a stripe.
