Thankfully, horned lizards are protected in much of their range now. They make horrible pets unless you happen to already have a horned lizard colony in your back yard and can collect the ants for them.
I think the main issue is that most pet stores will sell any animal to anyone with the money. They never ask if you know what you're doing. While I myself find scorpions extremely easy to care for, they do have some specific needs (outlined decently in those care sheets and on petbugs.com) which need to be maintained that some people would not be able to do. One thing thing that drives me insane is people that set up tarantulas and scorpions in inappropriate setups because they have this burning need to always see their animal. Without ever even thinking that most of these animals in the wild spend 90% of their time hiding under things and in burrows so we -can't- see them. This usually ends up in the animal stressing and its life span halfed.
