I agree; animal owners are obligated to keep their animals under control. To answer your post though, a lot more people are killed by drunk drivers AND sober drivers in this country. Should we outlaw alcohol and ban any vehicle with the potential to kill? Sometimes cars go berzerk and the brakes or steering just go out. They don’t have a mind of their own, but they can get out of control. (The potential is there.) The idea of new legislation just comes too easy as a knee-jerk reaction. There seems to be a double standard here. If it’s because we “need” cars, that’s debatable too.
