I think that most of these pet store chains are just under a franchise single name, subjected to common policies and such, but rented out to whoever wants to run them. How an individual store is run is up to the store keeper and he is responsible for the stock, and I don't think the whole overseeing franchise is really responsible. Just a thought, but the CA store does ought to be shut down.
