One other thing I notice (I do a fair share of road crusing just to see whats out)
and I have nearly run over animals (mainly very small snakes/lizards and frogs)
because they are sooooo small you can barely see them.
I know not everyone pays that good of attention to the road when they are driving,
so they may not of even seen the animal they hit, or it looks like something else, like trash or tire rubber, automotive belts, etc ... so they disregard it.
but dogs/cats and other larger animals, even big turtles, there is just no excuse not to stop,
if you hit it, I think you should bear the responsibility of moving it off of the road, or at least contacting animal control or proper authorities to come remove the animal and deal with it appropriately.
I cant count how many times I had to move animals off the road after seeing them hit, and the driver just kept on going.
Its sad, but I dont see any change in that type of behavior anytime soon.
Oh well, at least the turtle in this case has its dignity.
Better to go in caring hands then by another tire.
