Being your in an apartment and have the possability of someone entering your residence un anounced, you may have a problem. In Illinios on the books the law is 6'. Now I know plenty of people that have large burms, retics, and anacondas in Illinois. But they live in their own house. Apartment landlords are usually extremely against snakes. Only because some fool lets their Boa or other type of boid free roam the apartment. What then happens is the snake gets curious and finds a watter source...the toilet. Then the snake goes down the drain and roams the pipe system, and either comes up another persons toilet and scares the bajeezus out of them, or the snake dies in the pipes and cloggs the whole sewer system.
As far as a decoy name I use water boa, and say its an adult.
The Illinios dangerous animals act has many loopholes in it. Even though the species of snake will reach over 6' or 8' it is not considered illegal until it gets to that size. But in your case even possesing a snake depending on your lease could be grounds for eviction.
Once the snake is Illegal by size, it doesnt mean that the DNR police are going to come break down your door. If you keep the snake safely confined to your home you will never have an issue. But if you deside to go out and show off your pride and joy to the neighbors YOU WILL HAVE PROBLEMS. It's not only confiscation of the snake but a hefty fine too. The snakes future is entirely up to you.
I had no idea you were in an apartment. Having a green anaconda in an apartment disturbs me allot. I can just see some wanna be Croc Hunter coming into your apartment to do some work while your not home, and deside he wants to handle this pretty green snake. Snake bites him and he freaks out leaves the cage open. Snake gets out and wreaks havoc in the apartments. Sounds far fetched but in reality is it all that far fetched? I really hope that you are going to be moving into yor own home soon so you can have a more controlled environment for your pet.
