Considering how a standard siphon toilet is made and the diameter of the inner works I would say it is likely that is a staged photo and not the actual loo-lurker. It seems to be too large to be popping in and out of toilets and if it was in the pipes of this complex whole floors would have been flooded from backed-up pipes.
