Collared lizards are solar-heat powered machines. I don't know the specifics on these but a hot spot of over 100 degrees and a full-spectrum light source plus a good hide would be the place to start. These will also eat a few things other than insects, if I remember correctly.

I've never seen a hungry collared lizard that was hot enough refuse food.
