Don't worry aout the shed as much as you need to get it to a vet, sounds like it may be scalerot or a small infected area that needs attention, with meds.
The reason I say don't worry on the shed is since it sounds like there may be other probs, then the best thing you can do for the shed, soaking, would do more harm than good for the red spots.
Once you get some meds in him, then soaking for at least 45 minutes to an hour will loosen the stuck shed up nicely. It will take a while still, with multiple layers, but it needs your help.
