I feel your pain. We went through the exact same thing earlier this summer and have finally gotten rid of the fleas. We also have a cage that is not moveable, so we had to figure out some way of safely taking care of the fleas without harming the upstairs snake. (I will mention now that we have 4 cats and about 45 snakes.)
I would start off by getting something like Advantage or Revolution for the cats. I would not go for the over-the-counter stuff because it's not nearly as effective. The cost is around $10/month/cat (at least from my experience). While that takes care of the fleas on the cats and will slowly take care of those in the house, do a household treatment just to get rid of them efficiently. I would use a powder that can be spread everywhere and vacumed up. We have hardwood floors, so I dusted the floor with it and then vacumed. This should kill the majority of them. What's left will die, so if you see a few here and there, don't be alarmed.
What we discovered was that they were breeding in the snake cage. I do not know how big your snakes are, so this might be a little more difficult. I would do a complete cleaning of their cage just to make certain that there aren't any living in there.
